Not to sound facetious, but exactly as described

Runner encounters Minelayer. Assuming they don't break the subroutine, the Corp may take a piece of ICE from HQ and install it outermost on the server, without paying anything. It's installed unrezzed, and for the purposes of this run, the Runner is already past it, so it will only affect future runs, and only if the Corp can afford to rez the new ICE.
