Book layout - position of "The Force"

In Edge of the Empire and Age of Rebellion use of the Force was secondary to the genre of the games an was added on for those who wanted to dabble in it. For those games it made sense to put "The Force" section towards the back as a way of de-centralizing it from the game and showing it's lack of importance.

In Force and Destiny where every character will be a Force user it is a core mechanic of the game. To reflect this the Force section (or at least the parts directly necessary to character creation) should be right up the front in the "Character Creation" section. Presumably either right before or right after Choosing Talents, as that is where in the creation process a player would be buying those options.

I can see it either as chapter 3 right after character creation, or as 5 right after talents.

Yeah, I could see the Force chapter being moved to be right after Talents for the reasons the OP mentioned.

As a stand alone product, I agree it should be moved up. However, as the third in the trilogy of products, knowing to turn to the back (chapter VIII in all three) didn't bother me.

Boy, I'm torn. Your reasoning makes logical sense - but the OCD in me wants the lay out of all three books the same! How am I suppose to find something if FFG moves it around like that!

On a slightly more serious note, that's probably why FFG put The Force chapter where they did, to keep the general layout of the books the same, so that folks using all three know that if they need to look something up in any of the three books, the just got to Chapter Number So&So and there's the material, making it easier to find in a hurry.
