Or is it only the controller of the ship suffering DC who considers the PS for purposes of when it activates and attacks? By comparison it seems like if a ship was suffering from Injured Pilot then the attacker would base the number of rerolls on the printed PS of the defender.

Yes, it's PS0. Outmaneuver doesn't impact PS at all. If you are thinking Predator, which gets rerolls based on PS, yes the target is now PS0 so enjoy the extra reroll.
