Please critique this nasty list

So i was toying around with a squadbuilder trying to come up with a new spin on a pre wave-5 list that is mobile and has some control options rather than brute force:

The goal was to present the enemy with nothing but bad chocies regarding who to go after:
Whisper plays defensive with evade/focus for defense, reyling on gunner+fcs to bring the pain. If you go after him first you're setting up the BH to ion whoever is chasing Whisper.
The bounty hunter has rebel captive, allowing him to potentially stress+ion the first ship that goes after him, setting you up for a major dmg spike the next turn. Plus i didnt really know where to go with the 3 points so i figured why not try a BH with ion.
Lastly backstabber is just that expendable guy who's there to annoy you if you leave him alone.
In the end game i'd prefer to have Whisper, but a BH with captive+ion should be pretty potent too.
Obviously swarms or Fat Han could be a problem and if Whisper goes down early you're really not packing much of a punch, but it looks like a list that could be nasty to play against. I'm hoping to give it a try in some casual games next week.
Any suggestions on how to improve the list? Flying advice?

Fat Han looks really tough for this list. How about Tactician instead? Stress helps keep the Falcon a little more fair. They can kind of dodge it off Rebel Captive by shooting at your Phantom, which is what they want to do anyway.

Otherwise good.

I would switch Rebel captive and gunner. You will rarely use gunner on a Phantom, but you'll need it on the Firespray. As for the Rebel captive, the Firespray is a big target that is tempting to shoot at, but ignoring Whisper is a fatal mistake. She is the bigger threat, in my opinion.

Gunner allows you to play like a PtL interceptor Blail, evade + focus with 4 agility dice, while having good firepower (and assuring you get one hit for the focus). There is nothing better defensively speaking to be honest, recons comes close tho, specially against opportunist builds.

Good idea, this would allow the BH to potentially stress+ion a key target, given that you manage to maneuver into range 2 on the initial joust.Too bad Han takes 2 ions and turret ships dont really care about being ion'd all that much anyway.

The Gunner/FCS combo is inspired by the lost that just won nationals, it makes whisper the tankiest phantom while providing good damage. I would be hesitant to drop it tbh.
