I don't see the point of marksmanship on Ethan, his ability naturally does this with a focus and a focus could be used for defense as well as offense. The 3 points could be better spent on a different EPT or a system upgrade like FCS or Adv Sensors.
Have you thought about putting R7-T1 on Dutch so he can possibly arc dodge while feeding out TL? Because he has the turret and he shouldn't need the speed 1-2 green maneuvers as he can just list lazily to the left while hitting targets.
Otherwise it looks like a fun Rebel 3 ship build with a touch of synergy.

Not sure if this is the best use of Etahn, as the ion won't use the crit, so he's really only providing the bonus to the Rookie (aside from himself, of course).
I feel like the list lacks firepower. R7-T1 and Dutch make the list TL-excessive. You'll land some good rolls, sure, but overall damage is lacking. I'd use someone instead of dutch to better make use of Eathn's ability. More ships translates to more crits. At best, there'll be two users of him, including himself. The ion cannon won't benefit from the crit, as it cancels all dice results and deals 1 damage regardless of the roll, if it hits.
Honestly if your using Ethan you want more than three ships.
Drop the torps, turn the Rookie to Luke and you might have something started.
