Using the communications collar-amp

So this piece of tech in Far Horizons pretty much screams "use me!" to any Politicos with Scathing Tirade and/or Inspiring Rhetoric. While the book doesn't give any specific rules other than stating that it could boost the wearer's voice out to Long or even Extreme range under the right conditions, it seems to me that this would synergize nicely with the above talents.

So there are two things I'd like to float past everyone regarding this. First, how would you run this in the game, mechanics-wise? And second, how should a piece of gear be treated with regards to overruling/enhancing specific talent descriptions?

For the first part, I initially thought to add some setback dice to checks made at ranges above Short, which is what the talent description states that the range is. But then I thought that since I already tend to throw in some setback dice for noisy surroundings etc. it might be more appropriate to raise the difficulty, say by one level per range band beyond Short. Does anyone have any thoughts?

And second, how does other GMs (and players) feel about using gear to boost talents that already have a specific mechanical limit? Both ST and IR have a stated range of Short, although I have allowed my group's Politico to affect targets beyond that with Triumphs. My personal take is that it's not a big deal, but should entail some increase in difficulty like the example above. How would you run this at your table?

I'd allow the range increase as a house rule as I think the only reason it's restricted to short to begin with is since that's likely how far in most situations a person would reasonably be able to clearly hear the Politico. An NPC in the adventure found that comes with the GM's kit has an NPC that uses scathing tirade over intercoms for example (though it specifically notes he's able to break the normal restriction)

As far as using the collar-amp, I'd say that it simply extends the audible range that a person could make skill checks at.

In the case of talents, unless the talent already says it has a strict range limit, then I'd say the collar-amp would allow the character to use those talents at one range band further (so Long if talking in a normal tone of voice, or Extreme if shouting).

I might even allow it to count as "the right tool for the job" when trying to make a social interaction check against a large group, since it allows the user's voice to carry much further and with better clarity than if relying upon their natural vocal cords.

I certainly wouldn't let it have any affect on an Ithorian Bellow. If anything, I'd say the use of a bellow while wearing a collar-amp would result in a setback die until the device was repaired.
