Hello Fellow SW:EotE GMs. Does the talent 'Touch of Fate' only affect a skill the character that has it is using or can the boost dice be applied to a fellow PCs roll? Thanks in advance for the help.

Only to his own checks, would be my opinion. If a talent gives a bonus to anyone else's checks it's usually clearly stated in the description.
Yeah, I'd limit Touch of Fate to the character's own skill checks. Simply being able to hand out two boost dice to any skill check to an ally is a pretty powerful thing, particularly if there's no roll involved to utilize said ability. Inspiring Rhetortic requires a Leadership check and even then you need the Improved version of the talent in order to hand one a single boost die to a player of your choice.
I run it the opposite. Same with Sense Danger.
Their descriptions say "any one skill check", not "any one skill check the character makes". So I let that fly on any skill check anyone makes. Use it on your own check, or a check made by an ally.
I know a lot of folks who play it like this. For a once per session ability, I find that to be fair, and makes people feel like an absolute Sir when another character uses such an ability on their roll.

I read all the Talents you mentioned. I'm going to go with Touch of Fate applying to 'any skill check' even another PC's. It seems to me that Inspiring Rhetoric allows a roll with the possibility of failure/despair in exchange for a pretty powerful effect. In addition, it can be used all the time, not just once per session like ToF.
I'm also basing my choice on what happened at the table. We were playing a modified version of 'Trouble Brewing' and the Party split up. Two of them (Speed and Warren, both Smugglers) correctly figured out from my clues that the space pirate would booby trap the HQ's self-destruct sequence to go off if not sliced successfully. They got out of there. The other three (Clutch, Ryt'r, and Krykyt - two Bounty Hunters and a Hired Gun) decided to slice the system.
After they made their decision, but before rolling, I informed them that they discovered the trigger as they were slicing and there was no going back. I had to keep the game honest (a was praying they would survive). That is when the brief debate on ToF came up because Krykyt wanted to use it for Ryt'r's roll. I decided at the table that it could and it contributed to their success. ![]()
