Does Jan Ors affect only one ship a round (Since it says once per round) or every ship at range 1-3 that takes a focus can be assigned an evade token instead only once?

You can only do it once, so only one ship gets to benefit from Jan.

Once per round means exactly what it says, you can only do this once per round, not once per trigger.
