Endless Interrogation is an Agency faction event, and has 1 steadfast Hastur requirement.

Is this deliberate and correct, or is it an editing problem ??

You can have steadfast from differents factions. A lot of cards from the Masks of Nyarlathotep set were from a faction with a Steadfast from another faction.

It means, this card is playable in a bi-deck Agency / hastur.

Well, if you refer to card as, say Snow Grave, a 0 cost card can show up on every deck, just like a neutralone.

If you add a steadfast from hastur's faction, that means that it can be playable by a mono hastur deck, a bi-deck with Agency and Hastur ... Maybe if we someday gets a card that allow you to bypass the steadfast limit, that might interest other decks ...

I haven't seen it was a 0 cost card. So you can play this card in a mono deck Hastur, or other bi-deck with at least one Hastur faction (and not only an agency - hastur Deck).

In the last play test report we sent in, we said it was more of a Hastur card than Agency. We meant change it to Hastur............

There was no steadfast on it at that time.

Despite that, i do feel like this idea is a cool one !

If you consider the MoN editions, where the card had steadfast from the nearby factions (Miska/Yog steafast) Yog/shub steadfast and so on..). This allow you to play bidecks which inherits only affordable perspectives. But now, the O costed cards do give a potential suvbstance to any other kind of deck, providing the fact that they won't give any advantage for ressorucing, except for cards like Black Spawn from Below or any other card that take power in the differences between card factions in the ressources.
