I looked over the whole rulebook trying to find a ruling on what one should do as far as upgrading dice when both the characteristic and skill being utilized are equal. Do all get upgraded or none?

All are upgraded.

A 3 in Agility and a 3 in Ranged (light) would mean you use 3 Yellow Challenge dice.

If you have 3 Agility and 3 in Ranged (Light) and you flip a Destiny Point to upgrade your skill, just add a green.
But that ONLY applies if there are no green dice that can be upgraded.

Actually it could have easily been interpreted both ways.

To be fair, it wasn't very well worded.

Sorry OP, but it was hard to understand and I'm not 100% sure that I did.

In either case, both answers are correct regardless of the intent behind the question
