Yes.

(Besause they are not actions. The action was Lando triggered by Experimental Interface. You can spend tokens while stressed)

Normally, actions can't be used when you have a stress token. Stress blocks actions not token use.

In your case, with Lando crew, the tokens he has applied can still be used, even with the stress token.

Now if you are referring to Lando the pilot giving you a free action and you wanted to pick the focus or evade action, then no you could not as the stress token blocks the use of all actions.

That question shows (at least) one misconception: Spending a token is not an action.

The action happens during the activation phase. (1) After that, the ship has tokens (evade/focus) not actions next to it. When spending those tokens, stress is of no concern.

Crew, torpedos, EPTs, astromechs and so on are all types of upgrade cards. So, yes, lando (crew) is a crew upgrade, which means it qualifies for experimental interface.

There are five types of cards. The rulebook lists three of them on page 3: Ship cards, damage cards and upgrade cards.

Wave one introduced the fourth type: Reference cards. CR90 includes the fifth type: Mission cards (Hyperdrive card).

More importantly, experimental interface allows you to use an upgrade that starts with "Action:" as a free action. "Action:" is exactly how the Lando crew upgrade starts. After you have done the free action, you receive the stress token from using experimental interface. That is why you can use experimental interface to activate the Lando crew.
