Summon Storm says to cast on any space in your region. Can it be cast on a space that has no cards?

YES! any space . ex: the city.

I would say this falls under the "Spells must have a legal target to cast them". So would need to cast it on a space where there are Monsters and/or Animals (IIRC, those are the things the Spell affects).
