Representing Factions

So I've been considering how to make a game feel more organic. While a group is investigating one thing other groups are still moving and shaking in the sector. I was considering how to represent these things.

Then I considered maybe some of you had already thought of and done these things, and was curious about your opinions.

I'm considering hacking the Stars Without Number faction rules into Dark Heresy if there isn't a better answer to be found. If by chance any of you have done this already I'd love to hear how you did it.

You could always try broadcasting news reports whenever the players enter an appropriate area that would have a radio (er, vox) playing. Have the news host talk about something that happened elsewhere on the planet and then have some NPC's later on react to that: "Rumors regarding the corruption of Lord Sebastian have been confirmed today by a spokesperson representing the Ordo Hereticus. In a rare press conference, Inquisitor Albatross Harlem III denounced the cult of personality surrounding Lord Sebastian and declared him an outlaw. There is a reward of one bolt gun and four magazines to the individual(s) who bring the head of Lord Sebastian to Inquisitor Albatross Harlem III."

Later on when the players are investigating this heresy most foul, bring about the occasional bounty hunter who gets in their way as a rival, or perhaps a combat encounter occurring in the distance as a gang of thugs storm the Lord's personal house while the players are infiltrating said homestead. Or maybe it's totally unrelated to what the players are doing and they just so stumble across some bounty hunters talking about it. Later on they see those same bounty hunters, this time sporting brand new bolters.

Not sure if I understood the question.but this is how I do it.

Is an action and/or result significent? If no, skip and if yes follow.

What groups will be effected by this action? Then decide their response to it and the ones responsible for it.

Don't have a clue about any faction rules so I'm afraid I can't use that reference.
