You asked for the best missile... and then put Clusters on the poor Tala? What did he or she ever do to deserve that?

Cluster Missiles are, in many common contexts, the literally the least effective way to spend points on ordnance--and that's saying something. Your damage is split across two attacks, which makes it hard for a generic pilot to modify both. If you can get stack multiple tokens on each other, which is again hard for a generic pilot to do, you get slightly more damage than you would with a Concussion Missile--but only against ships with 1 Agility.
Seriously: in this list, Homing Missiles or Ion Pulse Missiles are far more effective choices.
There is only three situations where I like the Cluster Missiles that I can think of right now:
1-When Jonus is there to help you land hits with his rerolls
2-With Vessery when you have a TL to reroll each missiles
3-With Airen Cracken so he can give 2 actions this turn
Other than that, yeah you're better with another one. Without any exterior help, I also prefer the Homing missile since you keep your TL to reroll any dice.

Predator is like a mini jonus, the reroll will affect both shots. So that's something.
Homing is great to get around the new Fat Falcon with lando, title, and the Jan crew somewhere turning the focus into evades. Bypassing 2-4 evade tokens with an ordnance that let's you keep the target lock to spend on the dice itself is great.
It also kinda works on isard and whisper (he's the one who generates evade tokens, correct?)
Without extra actions: Homing.

I would rather take a Homing than a Concussion with Munitions Failsafe.
I have to test it, but Tala + Homing looks a great 18 point filler.

In the meantime, Rhymer + Cluster Missiles + Predator is my current favorite...
Proton Rockets are scary and are awesome. But, they don't jive too well with lower PS generics. You need to get into R1 with a focus token (and ideally a TL to reroll the blanks). That's not an easy feat for a Tala or bandit, or even blount. Z95s, can't reposition so that makes it harder to get to R1. And if they shoot late, they will be taking fire and may need to spend their focus to save themselves, negating their ability to fire their Proton Rockets. I've found that Proton Rockets work very very well on the high PS Awings. Awings get 5 dice when they attack with them (2 base + 3 Agi), and can get into R1 safely outside the enemy's arc much easier. On Z95s, they only get 4 dice with Rockets (2 base + 2 agi) and have to shoot them at R1. Zs are better with Concussion missles, still 4 dice and they can shoot from a distance.
