Correct me if I'm wrong, but it seems to me that it is possible to begin a 3 or 4 player game without a President and/or Admiral... if no one chooses to be a Political Leader, then there will be no President- i.e., if Player 1 chooses a Pilot, Player 2 chooses the support character Tyrol, and Player 3 chooses to be a Military Leader. The same would be true in the case of the Admiral if no one chose to be a Military Leader. So is this what is supposed to happen? Or is it required somehow that there be a President and Admiral at the start? If so, how do you ensure this? The only thing I can think of is using the Order of Succession normally used if the President or Admiral turns out to be a Cylon to decide who gets the titles, but is this right?

Correction-- sorry, this could only happen in a 3 player game. But the same question applies.

There wil always be a President and Admiral. If one of the first 3 characters mentioned in the front of the rulebook under setup are not playing, then you follow the Line of Succession on page 28. The first character available in each category becomes the President or Admiral. (If you don't use the strict "balanced" approach laid out., it is possible to start out the game with one person holding both titles.)
