Winning by running out of cards.

If 2 players enter Phase 4: Headquarters - Player 1 with 1 card left in the deck, and Player 2 with 2 cards left in the deck - does either one win?

RRG, p. 28:

"4.4 Draw

Each player must draw 2 cards.

Note: A player wins the game immediately if his opponent has no cards in his draw deck. If both players run out of cards while fulfilling this step, the game ends in a tie."

To me, this implies that the 2 cards in the HQ phase are drawn simultaneously, not one at a time. So in your scenario, both players would run out of cards at the same time (i.e., because of the same draw action) and the game would end in a tie.

Fully in agreement that it seems that it would imply that. But simultaneous damage to units is actually individual damage to each unit, so I was wondering if simultaneous card draws are actually individual drawing of each card.

I've confirmed previously with the design team that in this situation it'd be a tie.The win condition is only checked after both players have completed this step.
