More Rules Questions: Quachil Uttaus

I have a question regarding Quachil Uttaus.

His ability states that you only draw a card from his decks if you don't pay 2 clue tokens. If you draw a card then the card almost always says "Don't pass the first player marker". If you pay 2 clue tokens there isn't anything that instructs you to not pass the first player marker on his card so at first I assumed it would be passed as normal.

However In the rules it says that the first player marker never passes till he catrches his victim. So which is it? If you pay the 2 clue tokens does starting player pass or not?

I would say the rule book is probably correct. But ::shrug:: who knows.

Would give the game a nice paranoid touch (more so then usual :) ), if the marker WOULD pass.

The rules are correct. Kevin Wilson answered this same question on BGG:

"When Quachil Uttaus is the Ancient One, do not pass the first player marker except when the first player is devoured."
