Captain Kagi because he is PS8 and his ability synergizes with his mods...can get shots off before a lot of other ships...Kagi with Tactician and Ion Cannon at his given PS well generate a hatred and once attacked Rebel Captive and Sensor Jammer try to keep him alive as long as possible...only thing I'm considering is dropping Ion Cannon for a shield upgrade or engine upgrade and that's where you guys come in! Have at it!

A shuttle without an engine upgrade is useful for about 3 turns then it becomes a slowly moving asteroid.

Shuttles can be fine without EU but I would swap out the jammer for it do you can keep your ion and Tactician on the target.

I'd alter your Kagi as well. You've got a ship you want to keep in the vicinity of Whisper because otherwise it will just be ignored.

So I suggest Navigator as a way to reposition yourself, together with an engine upgrade, keeping the Jammer and Captive and losing the ion cannon.

To pay for it also drop Backstabber to Nightbeast.

Drop Backstabber to a black squadron with wingman, and watch what happens to Kagi.... You can also use it to protect whisper from stress attacks...
