Where are the Miraluka?

I would suspect they wold get some ability similar to the Vonskyr.

There was a legends example of a Miraluka who served in the Jedi Archives under Jedi Master Jocasta Nu.

Although, he was retconned to be a Miraluka after KotOR came out.

Yeah, up until the KOTOR games, Jerec was simply a blind human that used the Force to see, much as Kriea did in KOTOR2. Personally, I prefer to ignore that particular retcon and leave Jerec as a regular human, but that's me.

Maybe in an add-on. The theme for the core book seems to be Jedi council species

I believe that Sam Stewart said on the Order 66 podcast that they were all in the prequels as Jedi, except for Maul of course. So, yeah, probably all on the council - though was there a Twi'lek on the council?

Aayla Secura was a Jedi Master and general, but I don't believe she was on the council. It could be that FaD CRB theme is species shown as Jedi Masters in the prequels, who knows.

Really I think human with 100xp and Chiss' infrared vision reskinned as force-sight covers it pretty decent.

I had a miraluka in saga edition that I converted over using their traits from that version. I don't think those actually fit super well but I can live with it.

As for my 2 Cr worth, I would spec them the same as humans without the human special ability (free non-career skills). Instead, I'd give them:

Talents : Force Rating 1, Uncanny Reactions 1

Blind : Miraluka may ignore environmental effects that normally limit vision, such as darkness, smoke, or fog.
Force Sight : Miraluka can sense the world around them using the Force. They may perceive their spatial surroundings, even through walls and doors, within Medium range, although they cannot perceive color.
Force Perception : Within Short range, they may detect any organic, living or dead, whether or not they are Force-sensitive, and whether they are Light or Dark practitioners of the Force.
Starting XP : 70

We had a player looking at making a Miraluka in our game and we solved it by way of human + the full effects of Enhanced Optical Systems (the armor mod that removes setback die due to visual obstacles) as a racial ability in exchange for 10 starting exp.

Likewise, for 10exp, one of our characters who was blinded in a lightsaber duel against her father (an inquisitor), was able to learn the above by taking 10 exp through obligation that was simply "you're going to slowly learn how to see through the force during the next adventure.......but until then, you are completely blind." It didn't count as an armor mod, but rather something closer to a Force Sensitive talent.

Simple. Not game breaking. Works perfectly well mechanically. Minimal homebrew to balance. Covers both Miraluka and blind force users.

You're forgetting about Eeth Koth and Agen Kolar. Both Prequel Jedi Masters. Both Zabrak.

And while Aayla Secura wasn't on the council, she was a very prominent Twi'lek Jedi.
