I would be interested to see how she would be made as a character.
How would you make Mother Talzin?
Per the Season 6 TCW episodes, she doesn't use the Force, she uses "Dark Magics". Mace very unhelpfully says "Magic is an illusion", but those "illusions" do pack quite a punch.
I don't have F&D yet, but I don't believe there is anything in there about transmutation and matter creation, which she manages to do quite well.
Yeah... she's not exactly doable within the framework of the rules. She's more plot device than NPC.
I think the Mystic Splat book will end up helping us with Nightsisters or "Force Witches". It would be quite difficult to stat her properly using what we have. Here are some suggestions.
Have her funnel her own XP into another character. (For example, Savage. You could say that she channels her XP into him to give him the Enhance Power and have him commit the Force Die for +1 brawn"
She definitely has a Force Talisman. Since the range of Bind hasn't been explained (aka Darth Vader Force choking at Space Range Bands) you could handwave her using a voodoo doll as a way to combine Seek with Bind, causing someone to take damage from a distance.
I would use the talent "Intense Focus" and call it Chanting Sorcery. Basically giving her the option of spending a maneuver to upgrade her next Discipline Check.
She for certain has heal and move (with the fine manipulation upgrade) but she doesn't have heal at the level to raise someone from the dead (that was a plot point in TCW).
She has Protect/Unleash.
Misdirect to make people "out of phase" with reality. Making them invisible. This is another for simply committing her xp to another character. I would say she gave the Misdirect power to the two nightsisters, allowing them to use Misdirect at her level.
I would build her using the Inquisitor rules, up her FR by 2 (Total of 5) and give her about 150xp to channel into whomever.
For all of the Nightsisters chanting and writhing, I would say each of them gives her a boost die on her Discipline check to use a Force Power.
Let's use Maul as an example. He was broken and insane. He had the "maimed" critical injury twice and the Horrific Injury Critical (probably intellect or willpower). She used Heal (yes, that means she isn't a darksider. I would put her low on the morality, but I do consider this use of power as Heal) with the Control upgrade to fix his Criticals. She used Move to assemble the cybernetic legs and attached them as part of the Heal check.
Summoning drinks/cybernetics/a lightsaber-ish out of Spirit Ichor? Well that's not something really covered by the rules. For game purposes I would let her have a backpack's worth of gear in a "Force Locker" that she can summon (pull out) using a maneuver. Mechanically no different than a PC with a backpack, but the narrative will sound cool.

I'd just make an Inquisitor with stats appropriate to "Dark Magics." Also, I'm pretty sure "Dark Magics" is just a tribal way of saying "The Dark Side," since Magic just isn't Star Wars.

Mother Talzin is clealry a nemesis NPC, so her rules are loose and fuzzy.
Maybe a more useful starting point is how would you build a force witch/Nigthsister?
No spoilers, but you may want to check out the comic "Darth Maul Son of Dathomir". There's some big Talzin info in issue 4.
The easiest way for her to show her powers from issue 4 is through the Nemisis ability to take more than one turn a round. She could use protect AND unleash. (Once again, she protects Maul with her power, not a full darksider). The ability to communicate at a distance could be influence used through her connection to Maul. Siphoning health to gain back wounds is in Heal/Harm. It's all in how you describe it.
