Otherwise...1's across the board and 50xp for whatever race. He's playing a child. He'll be able to make rolls which is more than a normal NPC child would be able to do.

In other words, no you can't play a child or youth.

Anyway, I don't think many people who want to play kids are talking about child soldiers. They just want to play someone young, spunky, who's expected to be immature and not always follow the rules, but who can pull off real amazing stuff and surprise everyone because, well, "he's just a kid."
