Ships can be moved off the board

Or almost so far off the board that there's only a tiny pixel to grab them. There should be some blocking to keep a reasonable amount of the ship on the board, if not the entire base.

You can zoom in or out from the board, and you can place all kinds of things in the 'off map' area.

This could be useful for visually showing 'reinforcement' placement or off-map token piles and the like, IF the map resized in the resulting output file. (It doesn't, so you are correct that this isn't really a *useful* feature at the moment - but I think I can see where they are going with it)

If you zoom all the way out, you can still push ships off the edge to where you cannot grab them to get them back, at least not without some seriously counterintuitive behavior. Turns out you can't drag the "background" but you can drag the map, and ships stay linked to the map whether they're on it or not. You can still get things positioned where you can't easily recover them, including the map itself.
