Kate is on the surging gate, which should deliver one monster to her location and the rest to the Outskirts. But her Flux Stabilizer says that monsters will not appear in her location, so what happens with the Surge? Does the monster not appear and the total # of monsters that come out for a surge is reduced by one, or does the monster just appear at a different gate? But then what about the rule that says no gate may have more monsters come out of it than the surging gate? Please, help!

I play KW that she doesn't stop the whole monster surge by herself. Key IMO is that you assign first the monsters that would surge, where they'd go, etc. Let's say 4 gates open, KW sitting on a gate, surge would bring 4 monsters, I'd assign 1 for each gate. Then KW's ability would kick in, so in effect no gate got more monsters than the surging gate assigned, the fact that KW stopped that one that was supposed to come out of her gate doesn't prevent the surge as a whole.

Your question is a bit trickier, as there is only 1 limit left and KW stops that monster from appearing at her location, then the second monster can't yet go Outskirts as the limit isn't reached. I think I'd play that the second monster pops out of another gate (first monster did get assigned to KW's gate of course).

If I remember correctly...

• Kate does not prevent the surge, in that she does not stop the gate from attempting to open on the location, causing the surge.
• The surge still occurs anyway; you ignore Kate and determine where all the monsters are going to be distributed (as normal). Then when you actually go to place the monsters, Kate's gate does not receive any of them. They don't get displaced to other gates, and the surge isn't canceled merely because of the "no gate can receive more monsters than the surging gate" rule.

I believe Tibs is right on this one...as handy as cancelling a surge would be.
