"Presidential Pardon" not discarded?!

All the other presidential cards say whether they are discarded, removed from the game or stay in play.

So I'm thinking because Presidential Pardon doesn't say it's discarded I believe it is to returned to the Quorum Card in hand.

That has to be an oversight. right?

There's nothing in the rulebook or FAQ. I'd imagine that it's supposed to be discarded after use (we've always played that way), a quorum card returning to the quorum hand after use would be completely unprecedented while nearly every other card is discarded or placed out of play (discarded the vast majority of the time).

It was probably an oversight and meant to be discarded. Bringing a card back into your hand is unprecedented. The "remove from game" cards are the ones that add back resources. Play to the table cards are all "Assign" cards. So all that leaves us with is discard as an option.
