The static on overhead crash (an attack) states "While this card is in your card pool, when your opponent modifies a control check, if that modifier is a penalty change it to a bonus instead"

Question:

How does the card work? Do you need to pass it first and then the static kicks in, or does the Static take place the very second it is placed in the pool?

You will have to pass the check for the card to be placed into the card pool before the effect will be active. It also means that the card can be CC hacked and Overhead Crash can't stop the hack.
