Is it ok for me to use a block 2 copy of a block 3 card. Because i have 2 seals of cessation with block 2 shuriken, and 2 with block 3 shuriken, and i want to use all 4 in a deck.

That is fine. In fact if you had four w/ the old water mark you could still use them.
As it turns out i do. I Went to 2 assets tournaments, got 4 of each at one, and 2 of each at the other, so apparently the one i went to and got 4 of were giving out block 2 assets.
