Possible FAQ question? What does if able mean?

Does if able mean 1) Do so as much as you can,

or 2) do only if you can complete all of the steps? For example flip two planets (PC New Constition). What if you only have 1 planet face up? You are not able to flip 2. Do you try do do as much as possible, or do you ignore if as you are not able? The phrase "if able" comes up abit in the cards and I would like a ruling.

As far as I can see 'if able' is always used on cards stating some kind of 'payment'/'punishment'. Therefore we always think of the one 'not being able' to be one lucky bastard.

My 2 cents would be you must fluip the one you have, but need not flipa second since you can't. You aren't able. That's just how I play though.
