My friends and I were having a mini-tournament and in one of the last matches, my friend running Fire Kazuki against a Void Jivatma played "Offer A Duel" when going for the kill and they both tied in their control check and so the guy running Jivatma says since they both tied nobody gets it and we couldn't continue until they both just settled until noboby took it. So now my question is "if the 2 people tie for the lowest control check what happens next..
Question about "Offer A Duel"
I do believe it was ruled that the card does nothing if thier is a tie because the card is looking for a singular player to get the bonus, because of the wording on the card being in such a way that it only references a single player. If both players reveal the same number than neither player revealed the lower one.

If there are 2 numbers and they are both equal, then mathmatically neither can be lower or higher than the other, which is what you are basing the judgement of lowest on. Also the card refers to "The Player who reaveals the lowest", which is a statement that is singular and does not make an account for more than one player.
Mathematically speaking, Baranor's right. "Lowest control" doesn't mean "lower control". If 2 and 2 are revealed, both players have now revealed a 2, which, out of a subset of {2, 2}, both players revealed both the highest and lowest control out of the revealed values.

I think my argument is the card specifies "The player" who revealed the lowest. If we want to say that both players qualify for being lowest, the card wording is still looking for a singular player, not "Player or Players". If both or neither checked the lowest (so in either event) the card cannot give the bonus because it needs one player to give it to.
In other instances where you have a tie similar logic applies. For instance: Darkness blades E: specifics commiting the card with the highest difficulty. So even when there is a tie for highest since the card only specifies card and not Card(s) your still only commiting one thing.
You have a five player game.
Player's A and B reveal a 1.
Player C reveals a 2.
Player D reveals a 3.
Player E reveals a 5.
The players the revealed the lowest are A & B.
The single player that revealed the lowest is C.
