Does Luminen Shock cause "Shock" as per the Shocking weapon quality?

I'd think it would. I've not seen anything that clarifies it either way.

Since it doesn't specifiy that it has the Shocking quality, it hasn't.

I understand the RAW but I think that this attack which is purely based upon an electrical shock from the Tech Priest to the target should have the shocking trait.
