I'm looking through the errata and notice that if you have Two Weapon Wielder (Ballistic), Gunslinger and Ambidextrous that you don't suffer penalties. Cool but what about laspistols or needlers? Why just ballistic?
Why Ballistic?
Ballistic here is used as a catch all term for all ranged combat. The talent is split into melee (all hand to hand combat) and ballistic (all ranged combat) so the Two weapon wielder (ballastic) talent applies to all 1-handed ranged weapons including las and needlers (as well as plasma, melta, launch, SP, Bolt and anything else under the suns)
Because real men use bolters.

Ah! That makes sense, although "Ranged" Instead of "Ballistic" would've made more sense.

The talent is titled that way because the characteristic is. You have Weapon Skill (WS) covering all melee actions; and Ballistic Skill (BS) governing all ranged. Therefore the talent is named after the characteristic it is paired with.
