Possibly a bit of a new question but I couldn't find any reference so far.

Why does "light" enforcer armour covering arms/body/legs weigh more than standard carapce chest plate/vambraces/greaves and helm

because its alot cheaper 575 vs 300+375+600

The enforcer carapace is also a mass-produced, complete suit that serves as a uniform. So it probably uses heavier and cheaper materials to provide the same degree of protection, and comes with the plates attached to a standardized undersuit. And it's likely designed with an eye towards intimidation and use of decorative jazz to leave no question as to the identity of the organization that's currently bashing your head in.
