Can you reduce an attack to a negative number? I.E. With hilde can I make it a -5000 and then use her ability to pump it up a ton.

Absolutely. The attack's damage is tracked both positively and negatively until the damage resolution step where any attack that would do negative damage simply does 0 damage.
