I'd say go 3 and 3 if you can. They're both really good ways to get what you need down and decrease set up time.
As is, having seen the OTHER Ibuki deck, I REALLY wish I had thought of Defender with her. I'm in the process of rebuilding my Ibuki as that's a really brilliant idea.

Yeah Havoc's Chaos/Evil Ibuki is smexy and really different, mad props. Ultimately I think that a the Chaos build might be better because it gives you more options plus his deck has Chester's, Oral, Lotus, and Controller of the Souls. Thats some mad negation going on.
I might try 3 & 3, but for now 3 & 2 are working pretty well atm.
