I'm guessing your refering to the second ability of Torn Hero which redirects, since no one but a madman would target T.H with snipe.
The way I see it, Torn Hero's response windows opens when they "play" an ability, which would be defined as a Form, Enhance, or Response. Since Heel Snipe's commit effect is generated by a static ability, it procedes to commit a card before any response windows opens for Torn Hero.

if you had journey of repentance you could redirect since it says before your "opponent commits one of your foundations", not "plays an ability that commits a card in your staging area
Hmmm, I'm not completely sold on Journey being able to stop Heel Snipe. The wording on Journey does indeed sound like it would work, but I thought that immediately after moving Heel Snipe from "limbo" after making a successful control check and placing it into the card pool, you commit a card before the game allows ANY response window to be opened.
The difference is that the response window here is "before your opponent commits one of your foundations", which is exactly what Heel Snipe does.
Torn Hero absolutely can't stop Heel Snipe, but Journey should be able to. The only potential reason why Journey couldn't is if they were to want to commit an asset or character, because it's not worded in such a way as to allow any wiggle room (it states "foundation", not "card", and it's "before they commit" it, not "when an ability that would commit"). Heel Snipe DOES commit stuff before any window to respond to it being played opens, but responding to Snipe's ABILITY that is instantaneously generated IS possible.
I also think that if they heel snipe your Torn Hero (if thats the last card in your staging area and they have only 1 last ready card), then Torn Hero can use its static effect). Journey can also Respond if they choose to commit a foundation in your staging area.

when the response doesnt respond to an ability being played, but to what effect it does, then yes in most cases you can respond to continuous abilities. the thing is most responses that come into question say "after .....plays......." and you dont play continuous abilities
A static ability generates an effect, just like when you have a card like Shooting Capoera that activates "If this attack deals damage." -- the ability is played during the Enhance step, but it doesn't generate an effect until the Damage step. If you have a card like Hwang's Protection, that effect happens after the attack has dealt damage. But if you have something that activates "After your opponent plays an ability that readies a card", then you have to respond with that immediately after they play Shooting Capoera's ability.
One thing about OP -- if Heel Snipe could be redirected by Torn Hero's R, then so could Torn Hero's commit effects.

bad wording, it creates a floating effect that only resolves when the attack deals damage.

You aren't responding to the ability being played, you're responding to one of its effects. This has always been possible.
For example, if a player has a Fight For the Future in play and opts to draw cards with its effect, you may respond with Rat Chaser to draw twice as many cards as they drew. You aren't responding to an ability being played, you're responding to the act of drawing cards due to an effect - doesn't matter that the effect is a continuous ability rather than a played ability.
Journey of Repentance responds to the act of a foundation being committed or of a foundation being destroyed, not to an ability being played, so it may respond to Heel Snipe.
