I believe it is Kir Kanos, hands down.
With no mods or pilot skills, I believe Kanos is the best Squint Pilot currently out there.
Evade every time for an added auto hit except at range one, when you focus.
SIDE QUESTION: Why do you think he can't take an EPS when he piloted both an Interceptor for the Empire AND then taught himself to fly the X-Wing just so he could better understand and hunt down Luke Skywalker.
Kir Kanos needs a way to get a second action, so I'd hardly say he's the best one naked. If I were to pick one that can perform quite well without upgrades, it would certainly be Turr Phennir. His ability is tailored for what the interceptor is best at: arc dodging. Even if you find yourself in a "joust" like position, you can easily boost or roll out of arc or behind an obstacle. He is the only one that I ever consider playing naked or without specific support.
I'll have to 2nd Turr Phennir. He actually doesn't need PTL and just putting VI on him makes him quite good. He gets silly with PTL being able to barrel roll and boost after he shoots though.
Lorrir's ability lends to amazing fun. I have flown him naked along side duped up guards to good effect.

That's why you use the PTL after he shoots.

You trigger PTL off of the free action. Boost, shoot, then barrell roll + evade or whatever set up works for you.

No Turd CAN use PtL.
PtL says once per round, after you perform one free action shown in your action bar. Then receive one stress.
Turd says: After you perform an attack, you may perform a free boost or barrel roll action.
So you shoot, perform a free boost action, then because you performed an action, do a free action and gain a stress.

Understanding how to play Turr Phennir correctly and shedding that VI makes you level up in X-Wing.
If I were to pick the BEST interceptor, it would always be Soontir Fel+Push the Limit. Only bring it up because most posters here have mentioned a pilot and upgrades for that pilot.
But the best one without upgrades is definitely Turr Phennir.
No upgrades I'll have to say the Alpha. At 21 points and ps1 with barrel roll and boost you've got an amazing blocker.
Any other interceptor I will want to upgrade.

It is not useless. As others have said above, you simply save PTL until after you shoot. Don't use it while taking actions earlier in the round.
My current favorite is Carnor jax. If he gets close, it cripples practically half of the available action economy.

Soontir Fel is kind of pointless without Push the Limit. All the other ones are fine without, but work better with.
Hands down Soontir Fel. He is consistently a good performer in Regionals / Nationals. The others are a little more spotty.
