FCS on ship with no TL

I am just hoping for a clarification, but can a ship that does not have the ability to do a Target Lock take a Fire Control System? It seems counter-intuitive but could be argued either way.

Yes, it can. There is nothing preventing it, unless you also want to argue that a ship without the barrel roll action can't take Expert Handling.

Yes, it can. Just flew some Phantoms with FCS and it was FUN!

Yes it can. You've just upgraded the cockpit to now allow it. The card states you "acquire a target lock" and you can acquire tokens from various sources without having the action icon in your action bar.

I had assumed so, but wanted some clarification before we made an official ruling. We are doing our first tourney and I wanted to ensure that everyone was on the same page rules wise.

Keep in mind that having the token doesn't entitle you to the Target Lock action. The only way for you to acquire a target lock on a different ship is to use the Fire Control System's effect.

Of course. Just like using Dutch, it just gives you a target lock regardless of what's in your action bar.
