In a tournament, is measuring allowed when deploying your ships before the game starts? For example can I use a manuever template to check the distance between my ships while deploying them? Can I use a range ruler to determine what range my ships will be starting from each other?

What you can't do is use a prepared template of any other kind, but you can use the range rulers and templates all you like.
