can I use swarm tactics or decoy? There's only a handful of PS 9 pilots

Nope - no pilot skill passing. You can use Veteran Instincts though!

I feel like PS9 or higher is a little too restrictive, so if you could humor me, here's my submission that's close to your parameters:

Luke Skywalker + R2D2, Opportunist (36)

Yes, it's a Wes Opportunist list. It's probably still pretty good in today's meta.

I love the Wes, Wedge and Luke list.

I am also contemplating flying this next casual night, I call it the Use the Force list.

Corran Horn + Predator

Luke Skywalker + Predator

Kyle Katarn + Veteran Instinct + Jan Ors + Moldy Crow + Blaster Turret

Jan can give Luke or Corran and Evade, Luke has his pseudo focus and Corran can choose to evade as his action. Predator makes both of them hit accurately, and Corran can use a focus from Kyle on his double tap. Kyle can build up the focus with the Moldy Crow upgrade, which is enough to fuel his gun and transfer.

Could be interesting. Comes from way the frak out of left field.

Wedge + Squad Leader - 31

Tycho + PTL + Concussion Missiles - 33

Corran Horn + R2 - 36

There is no reason to play this list unless you think that Rogue Squadron's top pilots should fly together.

Which I do.

But I don't think it's super effective except against other 3 pilot lists.
