I think it would be fine if you had enough rebel cardboard bases and the dials are the same. I dont see the problem with it for casual play, tourney either if the dials are the same maneuvers. Here is another way of looking at your question though, what about a scum z-95 swarm? You would still be better off to by z-95s individually if you did not also want the y-wing, you are paying for some cards you wont need more than one of, like the new boba, but you can always trade or sell the extras. Of course, you could sell off the y-wings too if you wanted. might not be a bad way to go. And this last part is just for tiefanatic...... greetings!
Buying four Most Wanted would give you a Scum Zswarm. They are not cross compatible with Rebels according to the designers (you need to have the right cards and dials) and only Scum pilot cards are included. Those ScumZ pilots are identical to Tala and Bandit, except they have one less pilot skill.
You'd be sacrificing the only advantage a Zswarm has: pilot skill. TIE swarm is best swarm by design, you'd be forking out a huge amount of money for the worst possible 12/13 pointer swarm setup.

Depends on what faction you want to play. If S&V then Most Wanted packs is how you have to go. If Rebels then you need the Z-95 headhunter packs. If Imperial then Core Sets with at least 1 Tie Fighter expansion pack will do.

Becuase the Scum Boba Fett is awesome and Scum HWKs are suppose to be control ships
Both Scum Firespray and HWK are going to have dials/pilots/inserts in the Most Wanted box. These come without a model in the box, unlike the z95/Y-wing, so you have to purchase them separately. The z95/Y-wing come with models in the box set, and since you can't use rebel dials as proxies for Scum in competition it makes less sense to buy Rebel ships in preparation for Wave 6.

Case in point. I have absolutely no idea what this is meant to be saying.
You can do a rebel swarm with 4 Z-95 expansions and 2 Most Wanted Expansions, you will have everything you need to run 4 Tala and 4 Bandits.

This is certainly my thought on the matter. Especially after reading the current tournament rules and seeing that there is a process for using "the wrong dial" with a ship (if the maneuver is legal everything is OK!) and a statement that you can even personalize your dials provided their function, which I assume is to set maneuvers, is not compromised.
Unfortunately, it seems that if you want to play a Rebel Z-swarm you're just going to have to buy 8 expansions. I'm not sure if there is an "extra" Z dial in Most Wanted but it seems to me like you'll need at least 3 if those to field a Scum Z-swarm.
I'm sure I'm all alone in this but if FFG really didn't want the Z-95 and Y-Wing to be compatible between Rebels and Scum they should have just gone with two completely different ships instead of reusing the model.

First you've got the old Rebel/S&V z95 compatibility thing (which has already been addressed, no you cannot use the dials from the other faction in a tournament), then you've got difficult to understand replies from the OP, who might not speak english natively, or he's making you answer the same question repeatedly. (My friends and I invented the What Game, where you say What or something in to make the other person repeat them self over and over). This thread reads like the What game).
Finally then there's... Greetings, and it has been pointed out to Kaxel many times, in various posts, that it doesn't belong at the end of a sentence, and that it annoys people when he does it with every post. If english wasn't his native language, he would've corrected himself by now, which means he's doing it on purpose to get a reaction. Either than or he might have some kind of mental problem.

You could use the Scum models in a Rebel squadron or visa versa the same way you could use a royal guard model from Imperial Aces for an Alpha squadron pilot and visa versa. Still you cannot use the S&V headhunters tiles or pilot cards or dials for rebel headhunters and visa versa.
The paint of the model doesn't matter but the tiles and pilot cards and (due to officiating clarification) dials do. As long as you have a matching model for the tile and the pilot card and tile card are the same it is "legal". The dials can be subject to interpretation in friendly matches but for officially sanction matches they are not interchangeable between Rebels and S&V.
