Suppose I have a Phantom that has ACD.

I know that if the Phantom bumps into another ship, I don't get to do an action. However, does this also apply to ACD? That is, if the Phantom attacks a ship with which it is not bumped, can my Phantom then cloak? I think so because what is skipped is the "Perform Action" step. Bumping does not appear to categorically deny me any action for the turn.

Since the ACD triggers "after you perform an attack," it's already by definition out of sequence with the standard Action phase, so I'd think that you would indeed get the free cloak action. I'm thinking that bumping another ship simply deprives you of the standard action you would normally take after moving.

That's my take on it. I'm betting someone with more experience will have a more informed answer though.

You're quite correct. You can't shoot the one you're touching after the bump, but if you've got another target, take the shot and then you can cloak. You're only stuck if you don't have a target, as you can't shoot at nothing to claim an attack.

Bumping does not stop you from being able to take actions. Bumping causes you to skip your 'perform action' step [which is the usual point for actions]. Free actions (such as ACD) - go for it.
