I've got two answers and neither are good. Either it was purposely ignored or his friends are illiterate.

Well seeing as how it specifies they have to be different modifications, your friends are blatantly wrong. It says so on the card.

A lot of online squad builders will still allow you to build a ship with two of the same modification. I was one of these people before someone pointed it out to me

After all we are usually one man operations and we can get things wrong.

I know I have tried to model my ArmyBuilder data files (see signature) to disble invalid choices, but I can't guarantee I have every choice 100% tested.
