This gives me a free evade action.... assuming during my turn, I decloak, move, and do a focus action, do I end up with a focus token and an evade token? I'm still a bit fuzzy on the intricacies of "action" vs. "token" so I just want to make sure.

Yes, you would end up with a focus and an evade token. Basically, a free action allows you to take an action when you wouldn't normally be able to. However, having a stress prevents you from taking actions. So, if you have a stress token, then decloak you couldn't take the free evade action (because you have a stress). Similarly, if you decloak and take the free evade action, you couldn't then take the evade action as your normal round action because you can't take the same action more than once in a round.
A bizarre question but my Whisper card doesn't have the Modification symbol, so I would have thought he can't take the SPA. However, I got the SPA in the same pack. It doesn't make sense to me.
Any ideas?

Every ship can be equipped with one Modification and one Title. There are no icons for these upgrades.

You are allowed one action per round.
A free action allow you to take an extra action outside of the action phase, so long as it's an action you have not done already.
Bottom page 9 core rules in bold letters stats this.
However, if a ship passes a token Garvin for example or assigns a token, that is not considered to be your action
Biggs flying alongside Kyle and Garven for example is possible for him to have 3 focus tokens
