You're getting three attack at range one. It's hardly worth to spend the points on Proton Rockets just to get an extra attack at range one on a single use missile. Spend your points elsewhere and you will find greater rewards.

He means that bombers at range 1 get 3 attacks from their primary weapon. At which stage 3 points for a single-fire secondary weapon that does 4 at range 1 is far from ideal.

Use stealth device to get 5 dice and a slight improvement in survive-ability and use Jonus to get re-rolls
