Best solo deck core?

I'm relatively new to this game, and have been doing pretty well using either Aragorn, Theodred, and Eowyn or Aragorn and two of the three Spirit heroes. I'm looking to try a three sphere that has enough Tactics to hold off the worst of the encounter deck until I have a reasonable amount of allies from my Leader hero (preferably Aragorn, as with the Celebrian's Stone Attachment, he can be an effective Leader AND Spirit hero) and also Beorn, and hopefully a good amount of questing from my REAL Spirit hero.

For heroes, it sounds like you want something like Aragorn, Eowyn, and either Gimli or Legolas. Since Legolas has a lower threat cost, I'd probably go with him. Aragorn can quest and defend in a single round if need be, Eowyn will be your dedicated quester, and Legolas should be used for attacking.

For your swarm of allies, I suggest starting with all the cheap (1-2 cost) allies in Leadership/Spirit/Tactics. Then you can add in Faramir, Northern Tracker, Beorn and Gandalf for some big boosts to Willpower/Attack.

For attachments, my focus is on boosting the stats of the heroes. Legolas takes both Blade of Gondolin to boost his attack against Orcs and his ability. Eowyn should get the Favor of the Lady to boost her questing ability even higher. Aragorn gets Steward of Gondor, Unexpected Courage, Celebrian's Stone, and Citadel Plate so that he can play more allies, and become better at both questing and defending.

This may not be the strongest deck possible out of the core set, but there have been many discussions pertaining to that topic both on these forums and the discussion board at Board Game Geek. A quick search on either should turn up other decks.
