Attacking from forrest with Blood Harvesters

I'm confused about whether the blood Harvester and rock abilities are threated as modifiers in regards to the forrest terrain. Lets say one attack a Roc With a damaged Blood Harvester from a forrest terrain. what is the outcome?

- The Harvester attack With 2 dies and the Roc With 2? The forest (which is in effect because the Roc only ignores its own terrain) states that one can have max 2 dies before modifiers. Does this mean that the Harvester have 2 dies, then minus one because the Roc ability and then plus one because the Harvester has lost one member.

or

- Harvester 1 die and the Roc 2. The Harvester get max 2 dies from forest and then minus one from the Roc ability.

My understanding of this is that the Blood Harvester would roll a maximum of 2 (because of the forest), then +1 for the missing member (because of its ability), then -1 because of the Roc Warrior's Flying ability, so a total of 2 dice. The Roc Warrior's counterattack would also be 2 dice, because of the forest the Blood Harvesters are in.

Correct. Terrain modifications are always applied first, so the Blood Harvesters will be reduced immediately to 2 dice, then +1 for the missing figure, and -1 for attacking the Roc Warrior. As per the counter, the same: the Roc ignores due to Flying penalties for the terrain he occupies, not for the terrain occupied by the adjacent unit, so 2 dice for the counter
