Regardless, I don't see it happening. It would be pretty silly for them to release two ships with a unique maneuver, say this is their thing, and then give it to everybody. BTW, EPT is still for general use, because every ship has at least one pilot with access to it.
BTW, I've noticed the trend since the S&V announcement of everybody trying to convince themselves that they will get the new toys without playing the new faction. We have our allied Scum thread. We have this S-Loop thread. Any other things people want to mix and match from the new faction? Apparently this is the forum to convince yourself you will get it.
If the S-loop really ends up being Scum-only, that would be the first time a type of maneuver (or other type of movement) has been restricted to a single faction (unless you want to count Phantoms, which would be fair).
I'm certain that the whole notion of a third faction is a relatively recent idea. At least, the details probably weren't considered until after the first wave was on the shelves. So I expect we'll see some of what's new in Wave VI getting applied to Imperials and Rebels in the interests of parity. Some things (and maybe the S-loop will be one of them) should be primarily associated with one faction but not the others, but over the long haul I don't think we're going to see many faction-exclusive abilities.
And it doesn't make us all greedy for speculating about this stuff, so fly casual.
I'll be playing Scum as soon as I possibly can, and it would be in my interests to see the other factions not have access to S-loops.
