Was looking at the Scum and Villainy article on my phone and noticed one of the dials had a new type of maneuver and then looking at the reference cards therr is one for Sec(g?)nor's Loop. Am I late to the part and it has already been spoiled?

Ya I saw it and was excited for it since I was guessing this maneuver would show up back when the defenders dial hadn't been spoiled yet and there was all kinds of speculation about what the unseen maneuver would be. I always thought this would be an awesome move and now they added it. Really cool.

Yup, you place your ship facing the other way at the end of a banked template, turning you an additional 45 degrees. IG-88D is visible and he can do it with the 3-turn template, so you can turn 270 degrees (90+180).
It'll be interesting but used wrong it could back fire on you leaving you in enemy arcs with nothing to shoot at, one to practice.
According to Wookieepedia, Boba Fett has used this maneuver before...

An elite talent upgrade sounds like just the thing to me.
But FFG give us the Engine Upgrade to put the Boost Manouver to the rest of the ships, so it's more realistic that do it again and give us an upgrade that let the rest of the ships get acces to this new manouver, greettings.
More likely they'll give upcoming Rebel and Imperial ships the maneuver to help them play differently from previous ships. I mean, people were looking for a way to make the Avenger play differently from the Defender...
If anything granted Segnor's Loop to other ships it would be more likely to be an EPT like Expert Handling or Daredevil I think. But anything's possible.

The problem would be how to add it to the dial. Presumably you'd have to replace one of your other existing manoeuvres, which would be messy.
Adding it like boost would be, imho, even more problematic- it'd be waaay better than boost or barrel roll. Adding a banked k-turn AFTER completing your regular move? A lot of ships would suddenly be more manoeuvrable than Echo.
