I'd guess some of both, but no random packs since they haven't done that with their other games. I could see something like Jabba and his court in a bigger set, but Boba Fett being sold on his own, for example.
It will probably depend on how they are going to distribute the new missions as to how they will package the minis. I could also see intermittent larger release like they do for their LCG.
Its briefly mentioned at the end of the tutorial game that Team Covenant recorded. Sounds like a similar plan to descent.

Yea, sounds like 'figure packs' with a few figures and additional missions. Maybe things like a small squad of troopers with a commander, then individual 'known' characters like Chewy and Bobe Fett.
I hope they don't do the common/rare/random packs, I am just not a fan of those types of buy ins for games.
Although I'd never heard of "descent" until yesterday there is a lot of talk of imperial assault being a re-skin of descent. So I would expect FFG to do releases of IA in the same way. Small single miniature releases with rules, missions etc and larger sets with 13 miniatures rules, missions, tiles. Like I said barely know anything about descent so any descent players may want to give us more insight into the releases as I don't think IA will stray much from that path.

Honestly, you should look at the Descent product page to get a better idea of how things are likely going to be released for this game. This isn't a miniatures game. This is a board game.
I've not played descent, but have been wanting to do so. Since Descent seems like such a great game, I'm hoping the SW versions is, too. I just took a look at coolstuffinc (see link below) to see how Descent releases work. I'm excited to give it a try and to see what future expansions hold.
Its actually both a miniatures game and a board game. The campaign mode is the board game, and the skirmish rules are for a miniature game. The future releases will include the miniature with individual stats for the skirmish, and stats and additional missions for the campaign.

The first wave will probably be models for whatever Hero/Villain characters are represented in the Core Box as only tokens. From what I've seen and heard from the demo videos, that should be Han, Chewie, and IG-88. Boba Fett I didn't hear or see anywhere, but if he's in the Core box, then you can bet he'll be coming in that initial wave too.
Beyond that, it will probably just mirror Descent's release schedule. When a big/small box comes out, there will just be tokens to represent the characters, but there will be packs sold separately that contain the appropriate model and some extras for those that want to invest a few extra bucks.
Well, if you are playing Descent, one look at the presented game materials tells you this is actually a reskin with only slight alterations.
Also the use of cardboard tokens for villains and allies in the boxed game and the later release as single miniature packs is exactly the same they did with lieutennants and alies in descent.
So it should be save to assume they will adopt the release policy of that game.
What that woud mean is:
- large expansions (2 so far for descent) with roughly half as much of everything (heroes, monsters, tiles, cards, etc.) as the original game had and a completely new campaign with 30 adventures.
- small expansions (3 so far for descent) with about a quarter the stuff of the base game and 5-adventure mini campaign/side quest
- single miniature packs for all boss villains and allies appearing in those expansions
(Take a look at the products page for a list of the contents in the base game)
Heroes in those boxes always had completely new sets of skill cards that frequently introduced new rules and add a lot of variety to the game.
I do not think they will do something like the hero and monster packs, since they are essentialy 1st edition rereleases.
