Yes, it does. As a piece of strategy, though, it's worth considering how often you're likely to miss with 4-5 dice.

Almost never a good reason your Phantom isn't at Range 1, unless you're stuck trying to kill a Falcon or other Turret. 5 dice vs anything, or 4 dice vs 2 are quite likely to hit, therefore the 5 points for gunner will get you little mileage, maybe 1 attack per 1-2 games. Spend them elsewhere.
I tend to use mercenary go pilot instead i've yet to miss with the phantom but that extra crit can come in handy.

There was a great Whisper build that used the following: Advanced Cloaking Device, Fire-Control System, VI and Gunner. Since Whisper needs to hit for his ability to go off, the combo of Gunner and FCS makes sure that actually happens. It also frees him to spend his action on an Evade, aiding his survivability against those other high-PS pilots.
I've tried it a few times, and the Buzzsaw effect of the Gunner helped me several times where my first attack missed.

And how much of your firepower you lose with said bad roll. Take into account how much the phantom cost.
I had used Whisper + Gunner (adc, fcs, vi ofc) quite a bit, and it has been very handy, not every game, but enough to make it really hard for me to switch to something else. And i really like to use the evade token with whisper too ^^
The dice don't love you. In fact, it is my belief that they actually conspire against you. Whatever result you don't want, you will get.
Anyways, here's the stats for gunner to trigger 4 vs X, both sides with focus:
4v1: 3%
4v2: 12%
4v3: 29%
4v4: 50%
