K maybe I've overlooked something but the Ion Weapon cards state how much damage is given. They don't seem to give normal uncanceled hit damage.

It's the Ion Torpedo card that's a bit different. 4 dice attack, no mention of cancelling dice results, but splash effect of Ion token for everyone within range 1.

It's from questions like these that I'm fairly certain that FFG is going to start thinking we're pretty stupid for not understanding simple card text.
